GHSA-p7mv-53f2-4cwj (ASA-2024-011): a Precommit with a non-nil BlockID + an attached vote extension is handled BEFORE the ValidatorIndex is verified → out-of-range ValidatorIndex → index-out-of-range panic on the ValidatorSet lookup (CometBFT >=0.38, fixed v0.38.15).
